For more than two decades, I have worked at the forefront of human capital technology — designing, building, and delivering Oracle Cloud HCM solutions for some of the world’s most complex organizations. My work sits at the intersection of enterprise architecture and workforce strategy, in industries where the consequences of getting it wrong — for employees, for compliance, for organizational performance — are real and significant.

I am Sudarshan Mondal. What distinguishes my practice is not simply the breadth of Oracle HCM capabilities I have mastered, but the depth of the problems I have been brought in to solve — problems that required original thinking, not just configuration. From engineering automated grade step progression solutions for unionized healthcare workforces, to architecting multi-jurisdictional global payroll frameworks, to leading the design of Agentic AI workflows within Oracle Fusion Cloud, my work has consistently operated at the boundary of what the platform could do — and what it had never done before.
What I Do
I specialize in the full Oracle Fusion Cloud HCM suite — from foundational architecture through complex configuration, systems integration, and post-production governance. But the technical scope of my work tells only part of the story.
The organizations I partner with are not implementing Oracle HCM for the first time on a blank canvas. They are navigating legacy complexity, union agreements, regulatory pressure, workforce fragmentation, and executive mandates — all simultaneously. My role is to bring both the technical depth and the strategic judgment required to make those transformations succeed.
Core areas of expertise:
Oracle HCM Cloud Architecture End-to-end design and delivery across Core HR, US Payroll, Compensation, Benefits, Absence Management, Time & Labor, and Talent — for enterprises operating across multiple geographies, entities, and workforce classifications.
Fast Formula Engineering I have pioneered the use of Oracle Fast Formula to solve workforce automation challenges that standard configuration cannot address — most notably, the automated calculation and progression of grade steps for unionized employee populations. This capability, developed and applied at University of Chicago Medicine, has redefined how healthcare organizations manage compensation compliance for their clinical workforce.
Agentic AI & Oracle AI Agent Studio I am actively designing and deploying Agentic AI solutions within Oracle Fusion Cloud — building autonomous, multi-agent workflows that bring genuine intelligence to HR processes without removing human judgment from decisions that require it. This is emerging work in the Oracle HCM ecosystem, and I am among a select group of practitioners architecting it in production environments.
Pay Equity & Compensation Strategy I structure Oracle Compensation and Dynamic Skills frameworks to meet pay transparency mandates, close gender and demographic pay gaps, and build skills-based compensation architectures that hold up under regulatory scrutiny — including requirements under the EU Pay Transparency Directive and U.S. state-level disclosure laws.
Global Payroll & Multi-Jurisdictional Compliance I design payroll solutions that operate consistently across geographies while honoring the local regulatory, tax, and labor law requirements of each jurisdiction — a balance that is harder to achieve than most organizations anticipate, and harder still to sustain post go-live.

My experience is concentrated in four industries where the complexity of workforce management is highest and the margin for error is smallest:
Healthcare I have delivered Oracle HCM implementations for academic medical centers and integrated health systems managing tens of thousands of employees across complex union structures, shift differentials, credentialing requirements, and clinical compensation frameworks. The work I led at University of Chicago Medicine — including the original Fast Formula architecture for automated grade step progression — represents some of the most technically demanding HCM configuration in the healthcare sector.
Higher Education Universities and academic institutions present a distinctive HCM challenge: faculty and staff compensation structures that operate on entirely different frameworks, academic calendar-driven absence and benefits patterns, and governance environments that require exceptional stakeholder alignment. I have navigated all of it.
Energy Global energy organizations require HCM solutions that can manage geographically dispersed workforces, safety-linked compliance requirements, and complex entity structures — while remaining auditable and scalable as the industry transitions through significant transformation.
Financial Services In financial services, payroll governance, regulatory audit readiness, and data security are non-negotiable. I have delivered Oracle HCM solutions for global financial institutions — including DTCC — where the bar for compliance and control is as high as it gets.

Deloitte Consulting LLP · 2021 – Present Solution Manager
At Deloitte, I lead Oracle Cloud HCM programs for large, complex clients — managing delivery teams, C-suite relationships, and technical architecture across the full implementation lifecycle. I have received Deloitte’s Outstanding Performance Awards — recognition reserved for those whose delivery outcomes and client impact consistently exceed expectations. I am currently leading Agentic AI development on the Oracle HCM platform, designing autonomous workflow solutions that represent the next generation of enterprise HR technology.
IBM · 2007 – 2021 Senior Managing Consultant | Managing Consultant
Over nearly fourteen years at IBM, I led Oracle and PeopleSoft HCM engagements across the Americas, Europe, and Asia-Pacific. I managed global delivery teams, drove a $50 million contract negotiation, and built client relationships with marquee organizations including DTCC and British Telecom. My tenure at IBM was defined by consistent delivery at scale — and by developing the cross-cultural, cross-functional leadership capabilities that complex global programs demand.
Tata Consultancy Services (TCS) · Early Career HCM Consultant
My consulting foundation was built at TCS — where I developed the systems thinking, client partnership discipline, and HCM delivery craft that has defined every engagement since.
Credentials & Recognition
- Four-Time Outstanding Performance Award — Deloitte Consulting, 2022–2025. Awarded consecutively for delivery excellence and measurable client impact across Oracle HCM engagements.
- Executive MBA — University of Central Florida, completed March 2026. Pursued to bridge deep technical expertise with the executive business strategy perspective that senior leadership roles demand.
- Oracle-Certified Professional — Eight Oracle HCM Cloud certifications, including Oracle HCM Cloud Implementation Professional designations in Payroll and Compensation — among the most rigorous certifications Oracle offers in the HCM domain.
- Electrical Engineering, B.E. — An undergraduate foundation in systems thinking and engineering discipline that informs every architecture decision I make.
Why I Write
There is a gap in the Oracle HCM ecosystem between what vendors describe in documentation and what practitioners encounter in the field. That gap — between the ideal and the real — is where the most important knowledge lives. And it is almost never written down.
I write to close that gap.
Every article, insight, and framework I publish here comes from implementation experience — from real decisions made under real constraints, in real organizations, with real consequences. I write about Oracle Cloud HCM architecture, Agentic AI in the enterprise, pay equity and compensation strategy, Fast Formula engineering, and the question that sits behind all of it: how can technology, when designed with genuine care, make work better for the people who do it?
